The fiery exchange unfolded as the government shutdown entered its 31st day, with tempers flaring and food insecurity rising nationwide.<\/p>\n

At a tense press conference alongside USDA Secretary Brooke Rollins, Johnson blasted Senate Democrats for what he described as \u201cweaponizing the shutdown\u201d and prioritizing partisan theatrics over feeding American families.<\/p>\n
\u201cThey sued the USDA for asking them\u2014simply asking them\u2014to tell them how many illegal aliens are on the programs in California, New York, and these other states,\u201d Johnson said, his voice rising. \u201cThey sued them. You need to take account of what people are doing here in each party\u2014the leaders and the President of the United States.\u201d<\/p>\n
Johnson accused Democrats of obstructing transparency by blocking basic data requests that would reveal how many undocumented immigrants are benefiting from federal food assistance. \u201cAmericans deserve to know where their tax dollars are going,\u201d he continued. \u201cIf millions of American citizens are struggling to buy groceries while noncitizens are receiving benefits funded by taxpayers, that\u2019s something the public has every right to understand.\u201d<\/p>\n
He further charged that Democrats had voted \u201c14 times to block a clean continuing resolution\u201d that would reopen the government and restore full funding to SNAP, which expired earlier in the week. \u201cWe are trying to get government to work more efficiently and effectively for the people,\u201d Johnson said. \u201cAnd we are getting stopped and hindered by political games from Democrats who think chaos helps them in the next election.\u201d<\/p>\n
According to Johnson, the lawsuit is just the latest attempt by Democratic officials to \u201ccover up fiscal irresponsibility and shield the truth about illegal immigration.\u201d<\/p>\n
The lawsuit in question was filed Wednesday by a coalition of 22 Democratic-led states and the District of Columbia, spearheaded by Maine\u2019s Democratic governor. The complaint accuses the USDA of unlawfully suspending SNAP benefits during the shutdown and failing to exercise its emergency powers to continue disbursing aid.<\/p>\n
The coalition includes attorneys general from Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington, and Wisconsin, as well as the District of Columbia. The governors of Kansas, Kentucky, and Pennsylvania also joined the challenge.<\/p>\n
Their argument rests on the claim that the USDA retains billions of dollars in contingency funds that could keep the program running temporarily without congressional approval. \u201cFamilies should not go hungry because politicians in Washington refuse to do their jobs,\u201d the states argued in the filing.<\/p>\n
But USDA officials maintain that the law is clear: the agency cannot access those funds without congressional authorization. Secretary Brooke Rollins defended the administration\u2019s position, saying that Democrats were \u201clying to the American people\u201d about the true nature of the shutdown and the limitations of executive authority.<\/p>\n
\u201cThere is a contingency fund at USDA,\u201d Rollins explained. \u201cBut it is only allowed to flow if the underlying program is funded. Congress has to act first. That\u2019s how the law is written.\u201d<\/p>\n
Rollins pointed out that the USDA had sent multiple warnings to governors and agency heads in October that SNAP benefits would lapse if lawmakers failed to approve a new funding bill. \u201cWe told them twice,\u201d she said. \u201cThis was not a surprise. We warned every single state that if Congress didn\u2019t do its job, the program would reach the end of its legal authority to issue payments.\u201d<\/p>\n
The USDA\u2019s official website echoed that sentiment in a public notice: \u201cSenate Democrats have now voted 13 times to not fund the food stamp program, also known as the Supplemental Nutrition Assistance Program. Bottom line, the well has run dry. At this time, there will be no benefits issued November 1.\u201d<\/p>\n
Johnson framed the Democratic lawsuit as a political stunt meant to shift blame for the shutdown. \u201cThey\u2019re not suing to help people,\u201d he said. \u201cThey\u2019re suing to make headlines. If they truly cared about working families, they\u2019d pass the clean continuing resolution sitting on Chuck Schumer\u2019s desk right now.\u201d<\/p>\n
The Speaker also accused Democrats of hypocrisy, noting that the same governors suing to force the USDA to release funds were simultaneously blocking federal inquiries into SNAP eligibility verification. \u201cThey don\u2019t want the public to know how many illegal aliens are collecting benefits,\u201d Johnson said. \u201cThat\u2019s the real issue here. Transparency terrifies them.\u201d<\/p>\n
He added that the USDA\u2019s attempt to collect data on the number of noncitizens receiving assistance is \u201ca basic accountability measure,\u201d not a political maneuver. \u201cIt\u2019s about ensuring that the programs meant for struggling American families are not being abused,\u201d he said.<\/p>\n
Democratic leaders dismissed Johnson\u2019s comments as political theater. Senate Majority Leader Chuck Schumer accused Republicans of \u201cplaying games with food on the table.\u201d \u201cSpeaker Johnson has no problem handing tax breaks to billionaires, but he draws the line at feeding children,\u201d Schumer said in a statement.<\/p>\n
House Minority Leader Hakeem Jeffries echoed that sentiment, calling Johnson\u2019s rhetoric \u201creckless and cruel.\u201d \u201cIf the Speaker really cared about American families, he\u2019d stop holding the government hostage and work across the aisle to reopen it,\u201d Jeffries said.<\/p>\n
Still, Democrats\u2019 legal challenge gained early traction in court. On Friday, U.S. District Judge John McConnell, an Obama appointee in Rhode Island, ordered the Trump administration to use emergency reserve funds to temporarily restore SNAP payments\u2014effectively overriding USDA discretion.<\/p>\n
\u201cThe court cannot allow millions of Americans to go hungry while the government sorts out a political stalemate,\u201d McConnell wrote in his decision. \u201cThe Department has the authority to deploy emergency funds in extraordinary circumstances, and this is such a circumstance.\u201d<\/p>\n
The ruling followed a similar order by U.S. District Judge Indira Talwani in Massachusetts, who earlier in the week ruled that the USDA could tap into $5.3 billion in contingency reserves to prevent interruptions. Both judges cited \u201cirreparable harm to families and children\u201d if benefits were withheld.<\/p>\n
Even so, USDA officials warned that those funds are insufficient. The emergency reserves can cover only about $5.3 billion of the estimated $9.2 billion needed to fund SNAP through November. Without new legislation, benefits could again lapse before Thanksgiving.<\/p>\n
\u201cWe are following the law,\u201d Rollins reiterated in a statement after the rulings. \u201cThe courts have spoken, and we will comply. But this is a temporary fix. Congress must act to provide full funding for SNAP.\u201d<\/p>\n
Johnson, however, doubled down following the court decisions, calling them \u201cjudicial overreach\u201d that ignored fiscal accountability. \u201cFederal judges don\u2019t get to rewrite spending laws just because Democrats can\u2019t pass a budget,\u201d he said. \u201cWe have a process. We have rules. And the courts should respect that.\u201d<\/p>\n
Meanwhile, public frustration continues to grow as the shutdown drags into its second month. Food banks in multiple states report a surge in demand, with some families showing up for assistance for the first time in their lives. \u201cPeople are scared,\u201d said Maria Lopez, director of a food pantry in Houston. \u201cThey don\u2019t know when their next benefits payment is coming. They don\u2019t care about lawsuits\u2014they just want to feed their kids.\u201d<\/p>\n
The White House has so far avoided direct comment on Johnson\u2019s remarks but maintains that Democrats\u2019 lawsuit is necessary to \u201cprotect vulnerable families from hunger.\u201d A senior administration official said, \u201cThe USDA has the resources and the moral responsibility to act. No one should go hungry because of political games in Congress.\u201d<\/p>\n
As the political standoff deepens, both parties are digging in. Johnson and his Republican allies insist on tightening eligibility requirements for social programs and curbing what they describe as \u201cabuse by illegal immigrants,\u201d while Democrats continue to push for broader funding and emergency relief.<\/p>\n
With court battles underway and negotiations stalled, there\u2019s no clear end in sight.
